The biggest change comes from eliminating direct payments to farmers whether they plant crops or not. The program, which costs about $5 billion a year, has lost much of its support at a time of $1 trillion federal deficits and when farmers in general are prospering.

That subsidy, and a separate one where the government sets target prices and pays farmers when prices go below that level, will be replaced. There will be greater reliance on crop insurance and a new program that covers smaller losses on planted crops before crop insurance kicks in.

The bill also prevents farm “managers,” often wealthy people who may not live or work on a farm, from receiving subsidy payments and gives greater help to fruit and vegetable producers and healthy food programs.

That’s just what happened in a bloody, booze-fueled brawl that spilled out of Nantucket’s Rose and Crown nightclub while Biden and his family were spending last Thanksgiving on the island, according to police logs, notes and reports obtained by FoxNews.com. It was one of at least two fights police in and around Martha’s Vineyard have investigated involving Secret Service agents and other members of President Obama’s and Biden’s security details in the last year as the leaders and their families vacationed nearby.

The fight, which a police report said “caused visible damage to both parties,” pitted Jonathan Dawes, a hulking, 217-pound Secret Service agent, and Eric “Bomb Squad” Gahagan, a Massachusetts State Police bomb technician assigned to Biden, against three Air Force officers who had just been assigned to the same detail.

he outpouring of support for Klein follows a recent surge in awareness of bullying that has brought the issue from the classroom to the stage and screen to the White House.

In April, the documentary film “Bully” examined the problem by following five kids over the course of a school year. Months later, after 14-year-old Jamey Rodemeyer of suburban Buffalo killed himself in September after complaining about being bullied about his sexuality, pop singer Lady Gaga decried the loss of another life to bullying, tweeting to millions of followers that she’d take her concerns to President Barack Obama.

Also this year, the White House held a conference on bullying prevention, estimating that it affects 13 million students, or about a third of those attending school. Obama said he hoped to “dispel the myth that bullying is just a harmless rite of passage or an inevitable part of growing up. It’s not.”
